Poll: 25% Victimized by Police

The Moscow Times A quarter of Russians consider themselves victims of police abuse, according to a survey released Thursday and commissioned by a new organization to help such victims.

The abuses include violence, rudeness, bribes and refusals to respond to complaints, according to a May poll of 2,013 residents in the country's 12 largest cities and conducted by Yury Levada's Analytical Center. The margin of error was 2.5 percentage points.

More than 80 percent of respondents said policemen are corrupt, but still two-thirds said they would turn to the police if they were in trouble.

'The police's incapability to fulfill their tasks and the inevitability of turning to them [for help] further aggravates the situation and the attitude toward the police,' Boris Dubin, who led the survey, told reporters.

The Public Verdict Foundation, the organization to assist those victimized by the police, intends to develop a nationwide network to conduct public awareness campaigns and, when needed, hire lawyers or pay for the independent assessment of evidence.

'It's next to impossible to win a case against a policeman. We're happy that this foundation has emerged to help us win such cases,' said Lyudmila Alexeyeva, head of the Moscow Helsinki Group, one of five human rights organizations that formed the foundation. The other founders are Memorial, the International Foundation for Democracy, the Russian Regions Foundation and Open Russia.

The foundation's budget this year is $1.2 million, which was contributed by Open Russia, itself founded by jailed oilman Mikhail Khodorkovsky.

I must'a missed the decree that made the whole world Russian.

Yeah, everywhere police officers reflect the larger culture from which they are recruited. In a nation of mostly law-abiding citizens, the typical police officer will be law-abiding. In a nation of mostly people on the take, well, Bob and Tim, you figure it out.

Cops are gits.

'Next time you need help'... help from whom?

Think this equation through. Who are they helping? In the name of who and what? And why do some people become cops in the first place; what's their IQ's etc?

Most modern oppressions and problems are a side effect of a caste structure of gits selectively bred to be mindless conforming muscle. People who can't think and just conform to symbols

I remember an incident where I was present. A young woman, high on drugs, attacked her husband in front of a club because he showed up there when he spotted her car. He was not drinking or doing drugs. SHE attacked him with fists and bottles. The cops across the street spotted them. He was trying to get away while she was holding his clothing tight. The cops broke in and asked the woman if she wanted to press charges. They immediately arrested him and carried him away. I met him when I went down and bailed him out!

Why would cops who are supposed to protect you, do such a thing?
